The definitive guide
Everything an international expansion manager needs to know — costs, timeline, permits, leases and the local roles you need — from lease negotiation to handover.
Opening a store in Sweden follows a clear sequence. Skipping or overlapping steps without a plan is the most common cause of delay.
Costs depend on size, location and brand standard. Indicative ranges per m², excluding VAT and brand-supplied furniture and fixtures:
| Level | SEK / m² | EUR / m² |
|---|---|---|
| Standard retail | 8,000–15,000 | 700–1,300 |
| Premium | 15,000–30,000 | 1,300–2,600 |
| Luxury / flagship | 30,000+ | 2,600+ |
A realistic plan is 24–32 weeks:
| Phase | Weeks |
|---|---|
| Lease review & concept adaptation | 3–5 |
| Permit process (bygglov / skyltlov / startbesked) | 10–16 |
| Tender & contracting | 3–4 (in parallel with permits) |
| Construction | 6–10 |
| Inspection, handover & opening | 1–2 |
Permit handling time at the City Planning Office (Stadsbyggnadskontoret) is the biggest variable. Changes to façade, signage or use of premises usually require a permit; purely interior changes often do not.
It is not mandatory, but strongly recommended:
